Abstract

This study transitions from the theoretical frameworks of state sovereignty to presenting an applied operational model termed the ' Mechanisms of Sovereign Governance,' aimed at re-engineering administrative procedures within transitional states, with a specific focus on the Libyan context. The research proceeds from the hypothesis that fragile bureaucracy and executive discretion can be mitigated through robust technological solutions rooted in the concept of 'Law as Code'—converting administrative regulations into self-executing algorithms via smart contracts. The study addresses four fundamental pillars: the structural automation of procedures, digital sovereignty through Decentralized Self-Sovereign Identity (SSI), the Mechanisms of absolute transparency utilizing blockchain technology, and the engineering of citizen-centric digital systems focused on service quality and the humanization of technology to transform the citizen into an active agent with full data sovereignty. The study concludes that restoring institutional efficiency in the digital age requires embedding administrative integrity as a technological imperative. Finally, it provides a strategic roadmap for piloting this model within municipalities, such as Zliten, emphasizing that administrative certainty is the foundational gateway to stabilizing transactions and preserving human dignity.
