Abstract

This study aimed to examine the effectiveness of digital governance in developing sustainable recruitment policies in the Libyan public sector by investigating the impact of three key dimensions of digital governance: digital transparency, digital administrative efficiency, and digital infrastructure and competencies. The study was motivated by the challenges facing Libyan public institutions, including limited digital transformation, inadequate technological infrastructure, and the continued reliance on traditional administrative practices that negatively affect the efficiency, transparency, and fairness of recruitment processes. A descriptive-analytical research design was adopted, and data were collected through a structured questionnaire administered to a random sample of 56 employees from the Libyan Ministry of Civil Service, drawn from a population of 360 employees. The collected data were analyzed using SPSS through descriptive statistics, reliability and validity tests, and multiple linear regression analysis. The findings revealed that digital governance has a statistically significant effect on the development of sustainable recruitment policies. Among the examined dimensions, digital infrastructure and digital competencies demonstrated the strongest influence on improving recruitment policies, whereas digital transparency and digital administrative efficiency did not show significant direct effects within the multiple regression model. The results also indicated a high level of implementation of digital governance practices and sustainable recruitment policies within the studied institution. The study recommends strengthening digital infrastructure, enhancing employees' digital competencies, and expanding the adoption of digital governance practices to improve transparency, efficiency, and fairness in recruitment processes, thereby supporting sustainable human resource management in the Libyan public sector.
